Tupelo’s Finance Department serves as the office
of the City Clerk under the State Statue, responsible for all ordinances,
contracts, purchases, budgets and collections of funds. The Finance Department
oversees a $128 million dollar budget and maintains the following funds
in accordance with State law:
- General Fund
- Special Revenue Fund
- Debt Service Funds
- Enterprise Funds
- Self Insurance Fund
- Capital Project Funds
The Finance Department prepares monthly financial reports for the Water
& Light Department, as well as the City Funds as required by TVA and
the State Department of Audit. We provide assistance regarding purchase
laws and maintain all contracts and purchasing files under State and Federal
guidelines. The Finance Department is also responsible for projecting
Tax Revenue and recommending the tax millage each year for the City Council
to approve.
Also under the direction of the Finance Department is the City of Tupelo
Tax Department. This department is responsible for all tax collections
that come into the City. The City at the present time is under agreement
with Lee County to collect our taxes; however, we are responsible for
settling these taxes to the proper accounts.
We also collect any delinquent taxes that are owed to the City. The Tax
Department issues and maintains records on Privilege License and Voter
Rolls. The Tax office is responsible for holding City elections every
4 years or any special election that might arise. This department also
issues carport sale permits to residents and answers any questions that
fall under these areas.
Another division of the Finance Department is Information Technology.
They maintain and support all City departments.
Some of the duties include maintaining and supporting servers, personal
computers, wide area network, virus protection, e-mail and internet access
and electronic filing (i.e. W-2’s, 1099’s, PERS Retirement,
and Deferred Comp). Also provides information on requests, such as Business
Licenses and Voter lists. Without the continual progress our Information
Technology team provides the City of Tupelo, we would not have the successful
electronic operation we enjoy.
